Helpless toddler found tied to wire fence with bungee cord around the neck by horrified neighbour

A helpless toddler was discovered strapped to a chicken wire fence using a bungee cord by a horrified neighbour.

Matt Knight was mowing the lawn at his home when he heard the trapped child screaming.

He went across the street to be met with the shocking sight of the youngster tiedup in the elastic cord.

Before he called police, he took a picture of the disturbing scene.

He told KHQ : “I walked over there and the kid, like the photo you saw, was strapped or caught up in some of the bungee strap to the fence.

“I just wanted some photo evidence versus a bunch of hearsay.

“That strap or bungee cord was pretty much at neck level - she was up on her feet, but she was kind of struggling around her neck.”
